Its one of the balances Feral made to the remaster (you can turn this off) because it meant that Barbarian factions would constantly empty their settlements from population and thus never grew their settlements. #5
I read somewhere that there's an option to make population consumed be equal to the unit scale, but I can't find it. Basically, in the original game, however many soldiers are in a unit is how much population is removed. In Remastered, the consumption is as if the unit scale is the smallest.
